Thus the Oxford scholar and medical researcher came to begin the work which was to occupy him off and on over the next twenty years. For the handling of final causes, mixed with the rest in physical inquiries, hath intercepted the severe and diligent inquiry of all real and physical causes, and given men the occasion to stay upon these satisfactory and specious causes, to the great arrest and prejudice of further discovery.
Because the Mind, not being certain of the Truth of that it evidently does not know, but only yielding to the Probability that appears to it, is bound to give up its assent to such Testimony, which, it is satisfied, comes from one who cannot err, and will not deceive.
Over the years I have proof-read uncountable essays, and there are often similar issues that appear. You must answer the essay title and not modify it. Thus, they are even less likely candidates to be innate propositions or to meet the criterion of universal assent.
Thus, when Locke comes to describe the grounds for probability he cites the conformity of the proposition to our knowledge, observation and experience, and the testimony of others who are reporting their observation and experience. Some of these versions focus on predictive belief as much as on intention at least when the belief is of a high degree of certainty.
